What Is the DSIRE?
The Database of State Incentives for Renewables & Efficiency (DSIRE) was established in 1995 to create a comprehensive source for homeowners and businesses to review available incentive programs and to stay abreast of the latest policies related to renewable energy.
Specifically, the DSIRE aggregates data on federal, state, and local policies and incentives related to renewable solar energy, HVAC energy efficiency, energy storage, and electric vehicles.
The North Carolina Clean Energy Technology Center maintains the database, which offers a wealth of information that helps homeowners shrink their carbon footprints and utility bills.
Federal Energy Efficiency Tax Credits for Residential Homes
The Inflation Reduction Act of 2022 offers tax credits and point-of-sale rebates for the purchase and installation of high-efficiency HVAC systems. Only primary residents qualify, though other programs are available for businesses, home builders, and second homes.

- Central air conditioners: 16 SEER or higher is required to qualify.
- Gas furnaces: 95% AFUE or higher is required to qualify.
- Heat pumps: 15 SEER or higher is required to qualify.
- Water heaters: 0.82 UEF or 90% thermal efficiency or higher is required for gas water heaters to qualify. 2.2 UEF or higher is required for electric water heaters to qualify.
