What’s the Difference Between Tax Credits & Rebates?
When it comes to financial incentives, there are different ways to save. The Inflation Reduction Act was signed into law in 2022, and the U.S. received the largest investment in climate change and cleaner energy.
Since 2023, the tax credits offered under this law reduce the income taxes you owe and are typically either 30% of the investment or a set dollar amount. Rebates, on the other hand, offer either an upfront discount or cash back after your purchase.
What Federal Programs Are There for Home Energy Rebates?
There are currently two programs that offer home energy rebates at the point of sale. These rebate programs are funded by grants given to state energy offices so they can offer incentives to homeowners upgrading their HVAC systems.
- The Home Electrification and Appliance Rebates Program offers rebates on a particular list of eligible equipment to low- or moderate-income residents.
- The Home Efficiency Rebates Program provides rebates for energy-efficient product installations that reduce 20% or more of your household’s total energy use. Products must be ENERGY STAR® certified, and there are no income requirements for homeowners.
Virginia will receive $188,524,540 to be shared by these two programs. The application process is in progress, and incentives should be available to VA homeowners in early 2025.
The Department of Energy & Environment is also developing an application for Washington, DC, to receive nearly $60 million but has not provided an approximate date.
HVAC Rebates for Washington, DC Homeowners
Separate from Home Energy Rebates, Washington, DC, already offers the District of Columbia Sustainable Energy Utility Rebates. This includes the following qualifying products:
- Ductless mini-splits: Tier 1 systems with a $375 rebate must be rated a minimum of 15.2 SEER2 or 7.8 HSPF2. Tier 2 systems with a $700 rebate must be rated at least 16 SEER2 or 9 HSPF2.
- Air-source heat pumps: Identical to ductless mini-splits, tier 1 products are eligible for a $375 rebate if they’re rated 15.2 SEER2 or 7.8 HSPF2 or higher. Tier 2 units equate to a $700 rebate if the system is rated above 16 SEER2 or 9 HSPF2.
- Central air conditioners: Tier 1 units must be rated 15.2 SEER2 or higher for homeowners to receive a $250 rebate. Tier 2 systems must be 16 SEER2 or higher for a $375 rebate.
- Thermostats: Homeowners are eligible for up to a $25 rebate for programmable thermostats and up to a $50 rebate for smart thermostats.
HVAC Rebates From Virginia Utility Providers
While waiting for state funding for Home Energy Rebates, Virginia homeowners may currently be eligible for rebates provided by utility providers, including:
- Appalachian Power
- Charlottesville Gas
- Columbia Gas of Virginia
- Craig Botetcourt Electric Cooperative
- Danville Utilities
- Dominion Energy
- Mecklenburg Electric Cooperative
- Northern Virginia Electric Cooperative
- Virginia Natural Gas
- Washington Natural Gas
Are There Any Exclusions for HVAC Rebates?
Federal and local incentives do have a few exclusions, including:
- High-income households: If your household earns more than 150% of the area’s median income, you are not eligible for the Home Electrification and Appliance Rebates Program.
- New construction properties: The Energy Efficient Home Improvement Credit Rebates are unavailable for any new builds. However, there are tax credits for home builders.
- Multiple federal incentives for the same system: While homeowners can combine local and federal incentives, you cannot apply for multiple federal credits for the same piece of equipment.
- Annual limits: Most programs provide annual limits for any incentives, so you may need to plan your upgrades over a few years to maximize your savings.
- Retroactive incentives: Any system installed before the Inflation Reduction Act was passed in 2022 is not eligible for today’s rebate or tax credit. However, there were smaller incentives in place before 2022 that you could’ve qualified for.
